29 CFR  1910.147(c)(1):The employer did not establish a program consisting of an energy control procedure, employee training and periodic inspections to ensure that before any employee performed any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative:  a) On or about 4/22/2021, at the site of Getzville, NY. Employer did not establish a Lockout/Tagout(LOTO) program with LOTO procedures to ensure that unexpected energy be isolated from the energy source and rendered inoperative while servicing a wood chipper machine. An employee was un-jamming a wood chipper, after shutting off engine, employee opened up chipping disk hood while the chipping disk was still moving. The moving energy from chipping disk knocked the hood off onto the employee, and the employee fell to the ground. Employee was injured on the head and shoulder.  NO ABATEMENT CERTIFICATION REQUIRED
