29 CFR  1915.14(b)(1): Hot work was permitted in dangerous atmospheres before being tested by a competent person and determined to contain no concentrations of flammable vapors equal to or greater than 10 percent of the lower explosive limit.   a) On or about April 30, 2021, on the M/V Smith Tide, employees were permitted to utilize torches to cut a winch for scrap that were not tested or determined to contain no concentrations of flammable vapors above the lower explosive limits by a competent person.
