29 CFR  1926.451(f)(7): Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration:; Such activities were not performed only by experienced and trained employees selected for such work by the competent person.  "As referenced in 29CFR 1910.27(a)."   a.)  Champion Modular, Inc. //Rolling Platform Scaffold//- On or about 5/28/21,  after the scaffold partially tipped, the scaffold was not being moved and erected under the direction/supervision of competent person.  Several employees who were moving and erecting scaffolding, had not been provided with scaffold training.  ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

Champion Modular, Inc. //Rolling Platform Scaffold//- On or about 5/28/21, the scaffolding partially tipped over.  After the scaffold tipped,  techniques and measures were not utilized to stabilize the scaffold prior to trying to erect.  ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

Champion Modular, Inc. //Rolling Platform Scaffold//  - On or about 5/28/21,  after the scaffold had partially tipped, the scaffolds were being inspected, moved, and erected under the direction of  personnel had not received scaffold training to a level to be a competent person.  b.)  Champion Modular, Inc. //Rolling Platform Scaffold//  - On or about 5/28/21,  after the scaffold had partially tipped, several employees who were moving and erecting scaffolding, had not been provided with scaffold training. Champion Modular, Inc. //Rolling Platform Scaffold// - On or about 5/28/21, and at times prior thereto, the scaffolds were not being inspected  a person who had the total and complete knowledge to be a competent person.
