29 CFR  1926.451(c)(2)(iv):Front-end loaders and similar pieces of equipment were used to support scaffold platforms without being specifically designed by the manufacturer for such use.  On or about July 13, 2021,  at a Panda Express Construction site in Montgomery, Texas,  an employee was exposed to falls while using a JLG front-end loader to support a scaffold platform that was not specifically designed by the manufacturer for such use.

29 CFR  1926.501(b)(1):Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  On or about July 13, 2021, at a Panda Express Construction site in Montgomery, Texas, an employee was exposed to fall hazards when working from an elevated platform more than 6 feet with unprotected sides and edges without the use of a personal fall arrest system.
