29 CFR 1926.501(b)(1):Each employee on a walking/working surface having an unprotected side or edge which was six or more feet (1.8m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: On or about July 1, 2021, employees worked from elevated heights of a residential building without the use of fall protection in the following instances: a) Employee worked from the frame of the house to install the vapor barrier from heights above 6 feet, b) Employee worked from the roof approximately 12 feet above a concrete slab.
