29 CFR  1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in CFR 1910.6:  a. On or about August 18, 2021, the  employer did not properly secure a compressed gas cylinder to prevent it from being knocked over as required by the Compressed Gas Association Pamphlet P-1-1965, Paragraph 3.4.4.  A chain was attached between the argon cylinder's regulator and a pipe on the wall, thereby exposing employees to struck by injuries from a projectile hazard.

29 CFR  1910.1200(f)(6)(ii):  Except as provided in 29 CFR 1910.1200(f)(7) and 29 CFR 1910.1200(f)(8), the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical.  a. On or about August 18, 2021, the employer did not ensure that secondary containers of chemicals were labelled correctly with the chemical content of the container and the hazard warnings of the chemical contained therein.    Beakers containing chemicals used to rhodium plate jewelry were not labeled with their contents and hazard warnings.  Secondary containers of acetone and "pickling" solution located on the jewelers' benches were also not labeled with their contents and hazard warnings.  The employees  who work in the basement have experience, and are knowledgeable of what chemicals are in which containers.  There are other employees who work on the sales floor of the facility that may be potentially exposed to this hazard when their duties bring them to the basement workshop.
