On or about September 2, 2021, and at times prior thereto, the employer had not implemented elements of a written Respiratory Protection Program for employees required to wear half-face and full-face respirators, exposing the employees to the hazard of inhaling hazardous chemicals and the aggravation of a cardiac or pulmonary condition.  Required program elements that were not implemented include, but were not limited to, the following: 1910.134(c)(1)(ii): Employees had not received medical evaluations before being required to utilize respirators. 1910.134(c)(1)(iii): Employees had not received fit-tests before being required to utilize respirators.
