29 CFR  1926.651(c)(2): A stairway, ladder, ramp or other safe means of egress was not located in the trench excavation that was 4 feet or more in depth for employees to egress when required.  On or about September 23, 2021, at the Enchanted Hills (Area West El Paso) Subdivision Unit 6, employees did not have a safe means of egress. The ladder used for egress was located outside the trench box in class "C" soil.   Employees were exposed to engulfment hazards.
