29 CFR  1926.1053(a)(8): A metal spreader or locking device was not provided on each stepladder to hold the front and back sections in an open position when the ladder was being used:  (a) At unit 1319 of 820 South Kings Avenue in Brandon, Florida, on or about 10/14/2021, employees were exposed to fall hazards, in that, a 6 foot A-frame stepladder was used without the spreaders or locking devices extended while performing inspection on the electrical lines of the apartment unit.

29 CFR  1926.1053(b)(4): Ladders were used for purposes other than the purpose for which they were designed:  (a) At unit 1319 of 820 South Kings Avenue in Brandon, Florida, on or about 10/14/2021, employees were exposed to fall hazards, in that, a 6 foot A-frame stepladder, designed to be used in the open and braced position, was left in the closed position while an employee utilized it to perform inspection on the electrical lines of the apartment unit.
