29 CFR  1926.1428(a)(3): The employer did not make the documentation for whichever option is used available at the site while the signal person is employed by the employer.  The documentation did not specify each type of signaling (e.g. hand signals, radio signals, etc.) for which the signal person meets the requirements of paragraph (c) of this section:   a. At the jobsite, located at 14147/14149 Sea Wave Lane, Jacksonville, Florida 32206: On or about November 2, 2021, the employer exposed employees to struck and crushed-by hazards, in that the employer did not establish or maintain documentation designating the roles and responsibilities of the signal person (spotter),  while framing operations were being conducted with the assistance of a crane.
