29 CFR  1926.1053(b)(13): The top or step of a stepladder was used as a step:  Spotlight 29 Casino Coffee Shop: On November 4, 2021, the employer allowed employee(s) to use the top or top step of a stepladder.  Employee(s) accessed an elevated position to install top out water piping from the ground level by using the top step of portable stepladder.  This condition exposed the employee(s) to a fall hazard of approximately 8 feet from the top of the ladder to a lower level.
