29 CFR 1926.454(b): The employer shall have each employee who is involved in erecting, disassembling, moving, operating, repairing, maintaining, or inspecting a scaffold trained by a competent person to recognize any hazards associated with the work in question.   On or about October 28, 2021, two employees were completing a punch list for stucco work from a two-point swing stage on the exterior of a high rise building under construction up to the twentieth floor without receiving scaffolding training, exposing the employees to a fall hazard.
