29 CFR  1926.1053(b)(10):The top of a non-self-supporting ladder was not placed with the two rails supported equally; nor was it equipped with a single support attachment:  a) Buidling Exterior Front:  Employees were permitted to use an extension ladder that was set up unevenly with the top rails on the eave of the roof without it being secured to prevent displacement, on or about 11/18/21.
