29 CFR  1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a)  Roof - At 23601 Perdido Beach Boulevard, Unit 7 Luxury Motor Coach Resort, Orange Beach, Alabama:  On November 29, 2021; the employer allowed his employees to perform roofing activities without fall protection exposing them to a fall hazard of up to 18.4 feet to the ground below.  b)  Dormer - At 23601 Perdido Beach Boulevard, Unit 9 Luxury Motor Coach Resort, Orange Beach, Alabama:  On November 29, 2021; the employer allowed his employees to perform roofing activities without fall protection exposing them to a fall hazard of up to 18.4 feet to the ground below.

29 CFR  1926.503(a)(1): The employer did not provide a training program for each employee who might be exposed to fall hazards:    a)  At 23601 Perdido Beach Boulevard, Luxury Motor Coach Resort, Orange Beach, Alabama:  On or about November 29, 2021 and at times prior; the employer allowed his employees to perform roofing activities without first ensuring his employees were trained on the hazards associated with falls to include but not limited to setting up and inspecting fall protection exposing them to a fall hazard of up to 18.4 feet to the ground below.

29 CFR  1926.1053(b)(13): The top or top step of a stepladder was used as a step:  a)  At 23601 Perdido Beach Boulevard, Unit 7  Luxury Motor Coach Resort, Orange Beach, Alabama:  On or about November 29, 2021 and at times prior; the employer allowed his employees to use an extension ladder to gain access to the roof and the rails of the ladders did not extend three feet above the of landing to provide safe access exposing his employees to a fall hazard of 11.3 feet to the ground below.  b)  At 23601 Perdido Beach Boulevard, Unit 7  Luxury Motor Coach Resort, Orange Beach, Alabama:  On or about November 29, 2021 and at times prior; the employer allowed his employees to use an extension ladder to gain access to the roof and the rails of the ladders did not extend three feet above the of landing to provide safe access exposing his employees to a fall hazard of 17.6 feet to the ground below.  c)  At 23601 Perdido Beach Boulevard, Unit 7  Luxury Motor Coach Resort, Orange Beach, Alabama:  On or about November 29, 2021 and at times prior; the employer allowed his employees to use an extension ladder to gain access to the roof and the rails of the ladders did not extend three feet above the of landing to provide safe access exposing his employees to a fall hazard of 17.6 feet to the ground below.
