29 CFR 1926.501(b)(1):Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On or about December 15, 2021, and at times prior thereto, at a commercial framing jobsite, the employer did not ensure employees used fall protection. A framing employee was exposed to fall hazards greater than seventeen feet to the concrete below.

29 CFR 1926.503(a)(1):The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. On or about December 15, 2021, and at times prior thereto, at a commercial framing jobsite, a framing employee was not trained to recognize fall hazards. A framing employee installing fascia/soffit in a strong wind was exposed to fall hazards greater than seventeen feet to the concrete below.
