29 CFR  1910.147(c)(7)(i)(C): Employees whose work operations were in an area where energy control procedures were utilized were not instructed about the procedure:   On or about 1 Dec 2021, at U.S. Postal Service Ponce Atocha location, Ponce, Puerto Rico.  An employee engaged in a debris clean-up operation was exposed to 2nd degree electrical burns while removing high vegetation of the surroundings of an electrical power sub-station not secured or blocked.  The employer failed to train the exposed employees in the identification of  machinery not properly shut off and the hazards related to it.  NOTE: Certification of abatement is not required for this citation item as abatement was documented by the compliance safety and health officer during the inspection.
