29 CFR 1910.37(a)(2): Exit routes were not arranged so that employees did not have to travel toward a high hazard area, unless the path of travel is effectively shielded from the high hazard area by suitable partitions or other physical barriers:  a)	Lowbucs Propane, Inc., Fill station areas, on or about January 31st, 2022 and times prior thereto:  Multiple 33-pound cylinders of propane were stored in the exit pathway/next to the East and West Exits within the fill station area.    ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that, employees were exposed to struck-by/fire/explosion hazards associated with a lack of adequate ventilation in the fill station area of the facility while working with and around liquified petroleum (propane) gases:  a)	Lowbucs Propane, Inc., Fill Station area, On or about January 31st, 2022 and times prior thereto: Various liquified petroleum gas (Propane) cylinders including, but not limited to, 33 pound cylinders and 20 pound cylinders were being filled and stored within the fill station area of the facility.   The fill station did not have adequate ventilation, in that, the ventilation system was not turned on and in use during the housing and filling of propane cylinders onsite.   ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation.  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement. IN ADDITION, abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic, or video evidence or abatement or other written records.

The quantities of stored liquefied petroleum gas (propane) were greater than 300 pounds of liquified petroleum gas (propane).   Storage of excess propane within the facility increased the potential for fire/explosion hazards to employees during work operations.    ABATEMENT CERTIFICATION AND DOCUMENTATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation.  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement. Employees were exposed to explosion hazards from general sources of ignition including, but not limited to:  Manual Pallet  Truck/Jack (Model: H1365 ; Serial#565310) during the maneuvering of pallets of liquified petroleum cylinders within the fill station area.  b) Lowbucs Propane, Inc., Fill Station area, On or about January 31st, 2022 and times prior thereto: Various liquified petroleum gas (Propane) cylinders including, but not limited to, 33 pound cylinders and 20 pound cylinders were being filled and stored within the fill station area of the facility.  Employees were exposed to explosion hazards from general sources of ignition including, but not limited to:  Potential spark producing tools during work operations with liquefied petroleum cylinders within the fill station area. 29 CFR  1910.303(f)(2):Each service, feeder, and branch circuit, at its disconnecting means or overcurrent device, was not legibly marked to indicate its purpose, nor located and arranged so the purpose was evident:   a)	Lowbucs Propane, Inc., On or about January 31st, 2022 and times prior thereto:  An electrical panel box located to the northeast  of the fill station area, contained breakers for electrical circuits including, but not limited to, propane pumps, and fill house lights.  Not all the breakers within the electrical panel box were identified as to their function at the panel box location.   ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below).  This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.
