29 CFR 1926.20(b)(2):The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s). On or about March 22, 2022, and at times prior thereto, four workers installed shingles on residential homes under construction without frequent and periodic inspections by a person competent in recognizing hazards, exposing the workers to construction hazards such as but not limited to; fall hazards up to approximately 15 feet high.

29 CFR 1926.501(b)(13): "Residential construction." Each worker engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were worker(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b). On or about March 22, 2022, and at times prior thereto, five workers were installing paper and shingles on the roof of the residential home under construction without the employer providing fall protection, exposing workers to a fall of approximately 15 feet.
