29 CFR  1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):  a) On or about March 18, 2022, and at times prior, DiCiesare Construction LLC, as the controlling employer, did not initiate and maintain programs which provided frequent and regular inspections of the job site, materials, and equipment was made by a competent person. Employees of Odd Job Rob Construction LLC, were not protected by guard rail systems while working on mobile scaffolds of approximately 24 feet high. This condition exposed the employees to fall hazards above 6 feet.
