29 CFR  1926.20(b)(2):The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them:  (a) Premium Framing LLC at 554 Solomon Court, Rapid City, SD 57702: On or about and at times prior to April 22, 2022, the exposing employer did not ensure an accident prevention program was developed and implemented for the work environment to include regular inspections of the job-site, materials, and equipment; conducted by a competent person. Employees were conducting framing operations on a single-family residence without the use of a fall protection system.  This condition exposed employees to hazards not identified on site.

29 CFR  1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b):  (a) Premium Framing LLC at 554 Solomon Court, Rapid City, SD 57702: On or about and at times prior to April 22, 2022, the exposing employer did not ensure that employees were protected from falls while conducting framing operations during the construction of a single-family home. This condition exposed the employees to fall hazards greater than six feet.

29 CFR  1926.503(a)(1):The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  (a) Premium Framing LLC at 554 Solomon Court, Rapid City, SD 57702: On or about and at times prior to April 22, 2022, the employer did not ensure that employees were properly trained on the use of fall protection systems prior to being exposed to the fall hazards during the construction of a single-family home.  This condition exposed employees to fall hazards greater than nine feet.
