The employer did not ensure that programs were initiated and maintained at the jobsite to satisfy its duty to exercise reasonable care to prevent and detect violations. A subcontract employee was exposed to a fall hazard. The subcontract employee was observed working on a scaffold in which the level the employee was working on was not fully decked or planked.

Worksite located at 2108 Taney St., North Kansas City, Missouri. The employer did not ensure that programs, which provided for frequent and regular inspections of the job site, materials, and equipment to be made by a competent person(s). Such inspections would be used identify, prevent, and detect violations. A subcontract employee was exposed to a fall hazard. The subcontract employee was observed working on a scaffold that was not fully planked and did not have any guardrails installed to prevent employees from falling.
