The excavation measuring 11 feet long x 8 feet wide x 7 feet deep had water which was accumulated in the bottom of the excavation measuring less than one inch deep.  The presence of the water jeopardized the structural integrity of the soil exposing workers to engulfment and stuck-by hazards.
