29 CFR 1910.1200(e)(1):Employers shall develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met, and which also includes the following: In the detailing shop and wash bay, employees engaged in vehicle cleaning activities were exposed to health and/or safety hazards in that the employer did not have a written hazard communication program in the workplace where corrosive and flammable chemicals were present. Chemicals, such as Acid Wheel Cleaner, Diesel fuel, Xylol and other thinners/degreasers were present at the worksite.

29 CFR 1910.1200(f)(6)(ii): Except as provided in 29 CFR 1910.1200(f)(7) and 29 CFR 1910.1200(f)(8), the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical. In the Detail Shop, employees engaged in vehicle detailing activities were exposed to health hazards in that the employer did not label secondary containers of cleaning supplies.

29 CFR 1910.243(b)(2): Airhose and hose connections used for conducting compressed air to utilization equipment was not designed for the pressure and service to which they were subjected. In the detailing shop, employees engaged in vehicle detailing activities were exposed to struck-by hazards in that the correct adaptor was not used to connect the tool, resulting in potential ejection of the tool.
