29 CFR  1903.19(d)(1): The employer must submit to the Agency, along with the information on abatement certification required by paragraph (c)(3) of this section, documents demonstrating that abatement is complete for each willful or repeat violation and for any serious violation for which the Agency indicates in the citation that such abatement documentation is required.   29 CFR 1903.19(c)(1): Within 10 calendar days after the abatement date, the employer must certify to OSHA (the Agency) that each cited violation has been abated, except as provided in paragraph (c)(2) of this section:  The employer did not furnish the abatement required for citations issued within 10 calendar days for Citation No. 1 Item No(s). 1a and 1b nor did they respond to the progress report letter sent November 1, 2022.

29 CFR  1910.1200(f)(6)(ii): Except as provided in 29 CFR 1910.1200(f)(7) and 29 CFR 1910.1200(f)(8), the employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the product identifier and words, pictures, symbols, or combination thereof, which provide at least general information regarding the hazards of the chemicals and which, in conjunction with the other information immediately available to employees under the hazard communication program, would provide employees with the specific information regarding the physical and health hazards of the hazardous chemical.  Repair Shop Workbenches - On or about June 29, 2022, the employer did not ensure that spray bottles of chemicals on the workbenches were adequately labeled to provide at least general information regarding the physical and health hazards of the chemicals contained within.

29 CFR  1910.1200(h)(2)(iii): The employer did not provide information to the employees as to the location and availability of the written hazard communication program, and safety data sheets required by 29 CFR 1910.1200.  Bicycle Repair Shop - On or about June 29, 2022, the employer did not provide adequate training and information to repair shop employees as to the location of the written hazard communication program and safety data sheets for the chemicals they work with. Employees did not know where either were located or how to find them.
