29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or another provision in paragraph (b) of this section which provides for an alternative fall protection measure:  (a)	On or before June 29, 2022, the exposing and controlling employer did not ensure employees and subcontractors were protected from injury in that guardrails and a stair rail were not installed on the left side of a stairway that led from the main floor to the second level on a new residential home.  This condition exposed employees and subcontractor employees to fall hazards ranging from 6 to 12 feet.  (b)	On June 17, 2022, the exposing and controlling employer did not ensure employees and subcontractors were protected from injury, in that one employee and one subcontractor were working on an open-sided floor on the second level of a new residential home when the subcontractor fell approximately 12 feet to the floor below.  The subcontractor sustained serious injuries in that guardrails were not installed in this area.  This condition exposed employees and subcontractor employees to fall hazards of approximately 12 feet.
