29 CFR  1926.451(e)(9)(iv): Cross braces on tubular welded frame scaffolds were used as a means of access or egress.  On or about July 7, 2022, on the west side of the site an employee, installing metal studs used the railing of the scissor lift to exit the lift and gain access to the rafters. The employee also used the railing to exit the rafters and enter the scissor lift to exit the installation area.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  On or about July 7, 2022, an employee installed metal framing studs on the west of the site without proper/adequate fall protection on an unprotected side or edge, 6 feet (1.8 m) above the lower level.
