29 CFR 1926.451(g)(1)(vii):For all scaffolds not otherwise specified in paragraphs (g)(1)(i) through (g)(1)(vi) of this section, each employee shall be protected by the use of personal fall arrest systems or guardrail systems meeting the requirements of paragraph (g)(4) of this section. At the jobsite located at 200 N Kansas Ave. Topeka Kansas, employees were exposed to fall hazards. Employees were engaged in Masonry/Bricklaying activities, walking and working from a platform that does not have Guardrails. Employees were exposed to fall distance of approximately 35 feet from the ground below in that Guardrails on scaffolding was not provided.

29 CFR 1926.451(h)(1):In addition to wearing hardhats each employee on a scaffold shall be provided with additional protection from falling hand tools, debris, and other small objects through the installation of toe boards, screens, or guardrail systems, or through the erection of debris nets, catch platforms, or canopy structures that contain or deflect the falling objects. When the falling objects are too large, heavy or massive to be contained or deflected by any of the above-listed measures, the employer shall place such potential falling objects away from the edge of the surface from which they could fall and shall secure those materials as necessary to prevent their falling. At the jobsite located at 200 N Kansas, Topeka Kansas, employees engaged in masonry activities next to tube scaffolding were exposed to struck-by-hazards from falling objects from employees working on the tube scaffolding. Employees were exposed because toe boards, screens, guardrail systems, debris nets, or canopy structures were not installed or erected to contain or deflect falling objects.
