29 CFR  1926.1053(b)(1):Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access.  On or about September 8, 2022 and times prior to, an employee was using a ladder to climb to the roof in which the side rails of the ladder did not extend three feet above the walking surface of the roof, exposing the employee to fall hazards.
