29 CFR  1926.452(c)(2): Tubular welded frames and panels were not braced by cross, horizontal, or diagonal braces, or combination thereof, which would have secured vertical members together laterally:  (a)  Doris on Main Apartment Buildings, Wheeling, WV - On or about October 12, 2022,  employees were performing bricklaying on the top of a fabricated frame scaffold which did not have cross-bracing adequately installed, exposing the employees to struck-by hazards and falls of approximately 7 feet.

29 CFR  1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.    (a)  Doris on Main Apartment Buildings, Wheeling, WV - On or about October 12, 2022,  safe means of access was not provided to employees who were performing bricklaying on the top of a fabricated frame scaffold, exposing the employees to falls of up to 7 feet.
