The employer failed to provide certification of abatement for one citation issued on February 9, 2023, with citation 1-1b related to required fall protection safety training.

29 CFR  1926.501(b)(11):  "Steep roofs."  Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toe-boards, safety net systems, or personal fall arrest systems.  On or about October 26, 2022, at 900 Brilowski Road in Stevens Point, Wisconsin, employees were exposed to fall hazards working on a roof surface 9.5 feet above surface level without utilizing fall protection equipment.

29 CFR  1926.503(a)(1):  The employer shall provide a training program for each employee who might be exposed to fall hazards.  The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.   On or about October 26, 2022, at 900 Brilowski Road in Stevens Point, Wisconsin, the employer did not provide required fall protection safety training for employees who work at heights greater than six feet while installing roofing materials.

29 CFR  1926.1053(b)(1):  When portable ladders are used for access to an upper landing surface, the ladder side rails shall extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access.  On or about October 26, 2022, at 900 Brilowski Road in Stevens Point, Wisconsin, employees were exposed to a fall hazard using a telescoping, multi-position ladder to access/egress a roof surface 9.5 feet above surface level without the side rails at least 3 feet above the roof edge.  The side rails were extended 24 inches above the roof edge.
