29 CFR  1926.451(b)(1):Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii)  a) Work site was located at 313 Ocean Avenue, Belmar, NJ 07719  Workers were working from a tube and coupler scaffold that was four frames tall and not fully planked while doing external renovation on a single family residence.  Violation was observed on or about November 9, 2022.

29 CFR  1926.451(f)(7):Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration:; Such activities were not performed only by experienced and trained employees selected for such work by the competent person.  a) Work site was located at 313 Ocean Avenue, Belmar, NJ 07719  Workers were exposed to fall and safety hazards while working on tube and coupler scaffolding that was set up on both sides of the front walk and stair case to the home that were not fully planked, did not have mudsills that were anchored to their footings and lacked fall protection on the upper sections.   Violation was observed on or about November 9, 2022.

29 CFR  1926.501(b)(13):Each employee engaged in residential construction activities 6 feet (1.8 m)  or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501(b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502:  a) Work site was located at 313 Ocean Avenue, Belmar, NJ 07719  Workers were exposed to fall hazards while working on rehabilitating a first floor deck, approximately ten feet above the ground, with no fall protection on.  Violation was observed on or about November 9, 2022.
