29 CFR 1926.20(b)(2):Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. a) On November 8, 2022, located on a commercial interior structure, the employer did not designate a competent person to provide frequent and regular inspections to ensure equipment such as a harness and lanyard was installed and utilized before operating and working inside a JLG Telescopic Boom lift basket.

29 CFR 1926.453(b)(2)(v):A body belt shall be worn and a lanyard attached to the boom or basket when working from an aerial lift. Note to paragraph (b)(2)(v): As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system. The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated under 1926.502(e). a) On November 8, 2022, located on the interior of a commercial structure, an employee was exposed to a fall hazard not wearing a harness and lanyard attached to the JLG Telescopic Boom lift basket.
