The employees were excavating roadside and in the right of way of Ridge Road east bound lane. Employees had not been trained in work zone set up including, but not limited to, early warning, transition areas, redirection of traffic from normal path when encroaching on the lane of travel, and devices and methods to control traffic.  ABATEMENT CERTIFICATION REQUIRED
