29 CFR  1926.20(b)(1):The employer did not initiate and maintain such programs as may be necessary to comply with this part:  On or about November 11, 2022, on site of a residential structure located at 146 Seaspray Avenue in Palm Beach, Florida, employees performing roof work on a residential structure were exposed to fall hazards prior to the employer initiating and maintaining a safety and health program that would enable the employees to recognize the hazards associated with the work and in the methods to be followed in order to minimize those hazards.

29 CFR  1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   On or about November 11, 2022, on the roof of a residential structure located at 146 Seaspray Avenue in Palm Beach, Florida, employees performing roof work on a residential structure were exposed to a fall hazard of approximately 19 feet while not being protected from falling to the lower level.

29 CFR  1926.503(a)(1):The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  On or about November 11, 2022, on site of a residential structure located at 146 Seaspray Avenue in Palm Beach, Florida, employees performing roof work on a residential structure were exposed to fall hazards prior to the employer providing them with training for them to recognize that hazards associated with falls and the use of fall protection equipment.
