29 CFR  1926.453(b)(2)(iv): Employee(s) were not standing firmly on the floor of the basket, were sitting or climbing on the edge of the basket, or were using planks, ladders, or other devices for a work position:  On November 23, 2022, and times prior thereto, employees were exposed to a fall hazard climbing up the arms of a scissor lift and the exterior of the platform rails to access the roof decking.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.   On November 23, 2022, and times prior thereto, employees were exposed to a fall hazard while working on a commercial building without any fall protection.
