29 CFR  1910.147(c)(1):The employer did not establish a program consisting of an energy control procedure, employee training and periodic inspections to ensure that before any employee performed any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative:  a) Thayer Management of Bowling Green, Inc. located at 1255 N. Main Street, Bowling Green, Ohio, 43402: On or about February 8, 2023, employer failed to establish an energy control program consisting of energy control procedures and employee training prior to employees performing servicing and maintenance on energized equipment such as but not limited to the Champion Power Equipment winch kits.  Employees tasked with replacing the solenoid and respooling the cable wire of the winch kit without the benefit of an energy control program were exposed to caught in hazards.

29 CFR  1910.177(d)(5): Current charts (rim manuals) containing instructions for the type of wheels being serviced were not available in the service area:  a) Thayer Honda, doing business as, Thayer Management of Bowling Green, Inc. located at 1255 N. Main Street, Bowling Green, Ohio, 43402: On or about February 8, 2023, the employer did not maintain in a manual or poster form,  charts containing instructions for the type of wheels being serviced, safety precautions and other information available to employees tasked with servicing  single piece rim wheels in the Servicing Department.
