29 CFR  1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   (a)  Jobsite roof, 2800 Hoffer Street, Harrisburg, PA - On or about March 1, 2023, employees were working on a residential roof with a height of approximately 9 feet above grade at the roof's lower edge without any means of fall protection.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.

29 CFR  1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided:   (a) Jobsite - 2800 Hoffer Street, Harrisburg, PA - On or about March 1, 2023, Employees were using an Equipter RB4000 roofing trailer and stepping on the trailer side rail to gain access to the front lower edge of the roof on a residential home at a height greater than 19 inches, employees were exposed to fall hazards.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.
