29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502: At a residential worksite located at 7801 E 90th Terrace, Kansas City, Missouri. An employee was performing roofing operations at an elevated height of approximately 13 feet, without any means of fall protection by way of guardrail systems, safety net systems, or personal fall arrest systems.
