29 CFR  1926.1427(a):General requirements for operators. The employer did not ensure that each operator is trained, certified/ licensed, and evaluated in accordance with this section before operating any equipment covered under subpart CC, except for the equipment listed in paragraph (a)(2) of this section:  New residential construction located on Lot #303 at 1149 Gilbert Court, Stockbridge, GA 30281, Front side of structure: On or about 04/17/2023, the employer exposed employees to struck-by hazards while installing roof trusses, in that the crane operator was not certified, trained, or licensed to operate the National Crane (Model 900A) Hydraulic Boom Crane.  Douglas Crane Services, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1427(a), which was contained in OSHA inspection number 1509039, citation number 1, item number 1, and was affirmed as a final order on May 17th, 2021, with respect to a workplace located at (Lot 100 EOM) 123 Cumming Street, Alpharetta, GA.

29 CFR  1926.1417(c)(1): The procedures applicable to the operation of the equipment, including rated capacities (load charts), recommended operating speeds, special hazard warnings, instructions, and operator's manual, were not readily available in the cab at all times for use by the operator:   New residential construction located on Lot #303 at 1149 Gilbert Court, Stockbridge, GA 30281, Front side of structure: On or about 04/17/2023, the employer failed to provide the crane operator with the crane's operator manual, load charts, and special instructions and warning materials inside the cab of the mobile crane used to set trusses. This information was not available upon request during inspection.  Douglas Crane Services, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1417(c)(1), which was contained in OSHA inspection number 1509039, citation number 2, item number 1, and was affirmed as a final order on May 17th, 2021, with respect to a workplace located at (Lot 100 EOM) 123 Cumming Street, Alpharetta, GA.
