29 CFR  1910.36(d)(1):Employees must be able to open an exit route door from the inside at all times without keys, tools, or special knowledge. A device such as a panic bar that locks only from the outside is permitted on exit discharge doors.  a) Range Building, Storage Area: On May 2, 2023, and at times prior, the employer exposed employees to fire hazards, in that the emergency exit door in the storage area of the shooting range was locked as employees transport safes and provide range services.

29 CFR  1910.178(l)(2)(ii):The employer did not ensure that each operator had successfully completed the training consisting of a combination of formal instruction (e.g., lecture, discussion, interactive computer learning, video tape, written material), practical training (demonstrations performed by the trainer and practical exercises performed by the trainee), and evaluation of the operator's performance in the workplace.  a) Retail and Range Storage Areas: On May 2, 2023, and at times prior, the employer exposed employees to struck-by hazards, in that the employer did not provide employees with a powered industrial truck training program that consisted of formal instruction as employees operated forklifts to transport equipment and products.
