The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. a) Jobsite: 223 Fairmount Ave., Philadelphia, PA 19101 - On or about May 12, 2023, the employer did not provide a training program for each employee conducing siding activities on a residential building and exposed to fall hazards between approximately 11 and 20 feet in the recognition and avoidance of fall hazards.

29 CFR 1926.451(g)(1)(vii): For all scaffolds not otherwise specified in paragraphs (g)(1)(i) through (g)(1)(vi) of this section, each employee shall be protected by the use of personal fall arrest systems or guardrail systems meeting the requirements of paragraph (g)(4) of this section. a) Jobsite: 223 Fairmount Ave., Philadelphia, PA 19101 - On or about May 12, 2023, the employer did not ensure that employees conducting siding activities from a pump jack scaffold, approximately 15 ft above ground level, were protected from fall hazards by the use of a fall protection system. b) Jobsite: 223 Fairmount Ave., Philadelphia, PA 19101 - On or about May 12, 2023, the employer did not ensure that employees conducting siding activities from a supported tubular welded frame scaffold, approximately 11 ft above ground level, were protected from fall hazards by the use of a fall protection system.
