29 CFR 1926.25(a):During the course of construction, alteration, or repairs, form and scrap lumber with protruding nails, and all other debris, shall be kept cleared from work areas, passageways, and stairs, in and around buildings or other structures. On or about May 17, 2023 the area in front of a ladder used to access the roof was littered with trash and debris from the removal of siding and preparation of siding installation. The worker was using the ladder to access and egress the roof while conducting residential siding operations. Abatement documentation is required for this item in accordance with 29 CFR 1903.19(d).

29 CFR 1926.501(b)(13):Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501(b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502: On or about May 17,2023 the employer did not ensure that employees engaged in residential construction activities were protected from fall hazards. Employees installing residential siding were not utilizing fall protection, exposing them to falls of approximately 10 feet to the ground below. No abatement documentation is required for this item.

29 CFR 1926.503(a)(1):The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. On or about May 17, 2023 employees working at heights were not trained to recognize and minimize the hazards associated with a fall, exposing the employees to falls up to 10 feet. The employee was engaged in residential siding activities at a height in excess of 10 feet. Abatement documentation is required for this item in accordance with 29 CFR 1903.19(d).
