29 CFR 1910.269(c)(1)(ii): The employer did not ensure that the employee in charge conducted a job briefing that met paragraphs (c)(2) though (c)(4) of this section with the employees involved before they start each job.  On or about May 30, 2023, and at times prior there to, a job safety briefing was not conducted before starting a job for a recloser device which exposed employees to electrical hazards.

29 CFR  1910.269(l)(3)(iii): The employer did not ensure that no employee approached or took any conductive object closer to exposed energized parts than the employer's established minimum approach distance, unless provisions described in (l) (3) (iii) (A) - (C) were followed:   On or about May 30, 2023, and at times prior there to, an employee performing work for a recloser device did not maintain the required minimum approach distance from exposed energized parts, exposing the employee to electrical hazards.
