29 CFR  1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person:   (a) Job Site at ELCO High School, 180 Elco Drive, Myerstown, Pennsylvania - The employer did not designate a competent person to perform frequent and regular inspections of the job site, materials and equipment.  As a result, an employee worked from a mezzanine that had an unprotected edge, and the employee's only means of egress from the mezzanine consisted of a stairway that had no stair rail system on the open left side going down and no guardrail on the upper stairway landing, exposing the employee to fall hazards, on or about June 2, 2023.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
