29 CFR 1910.141(b)(1)(i): Potable water was not provided in all places of employment, for drinking, washing of the person, cooking, washing of foods, washing of cooking or eating utensils, washing of food preparation or processing premises, and personal service rooms. Makalapa Gate: Water was not provided to employees while standing guard at the entry control point. Employees were exposed to dehydration and other heat related hazards.

29 CFR 1960.8(a):29 CFR 1960.8(a): The Agency head did not furnish employment and a place of employment to each employee that were free from recognized hazards that caused or were likely to cause death or serious physical harm to employees in that employees were exposed to excessive heat conditions while working outside for extended periods of high heat levels: Employees were exposed to the hazard of high ambient heat from direct sun, and vehicle combustion engines during the performance of their job duties, including checking identification cards, rerouting vehicles, and conducting vehicle inspections. On June 7, 2023 the maximum Wet Bulb Globe Temperature Effective value was 33.6 degrees Celsius; the NOAA max temperature was 31.67 degrees Celsius, and employees were wearing impermeable protective uniform with long pants and body armor in variable direct sunlight. Such exposures are likely to lead to the development of serious heat-related illnesses such as, but not limited to, heat cramps, heat stress, heat exhaustion, and heat stroke.
