29 CFR  1910.132(a): Employer did not provide personal protective equipment to be used when necessary whenever hazards capable of causing injury or impairment were encountered:   a) On or about 06/12/2023; at the Lockport Cave, underground cavern tour site, located at 5 Gooding Street, Lockport, NY;  Employer did not provide and enforce the use of personal flotation devices (PFD) for employees aboard tour boats.  An employee was operating a tour boat with passengers on the underground caverns when the boat capsized. Employee was exposed to drowning hazards while not wearing a personal flotation device.  NO ABATEMENT DOCUMENTATION REQUIRED
