29 CFR  1926.451(b)(1):  Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as specified in paragraphs 1926.451(b)(1)(i)-(ii).  On or about July, 10, 2023, employees were performing stucco work activities using scaffolds that were not fully planked. This exposed employees to fall hazards.        a. Employees used a scaffold to access a first story roof of a residential building.       b. Employees used a scaffold on a roof to access another upper level roof.

On or about July, 10, 2023, employees used scaffold walkways that did not have guardrails installed.  The walkways were more than 6 feet to lower levels and this exposed the employees to fall hazards greater than six (6) feet to the ground below.
