29 CFR  1926.1053(b)(13): The top or top step of a stepladder shall not be used as a step.  a)Lot #74, Building 12, first floor: On 7/10/2023, the employer exposed employees to fall hazards while using an A-Frame/Step Ladder, in that the employer did not enforce the ladder safety instructions and allowed employees to work on the top step while conducting framing activities which included laying out the ceiling joists. The employer provided a ladder which was not tall enough to complete the task as the employee had to use the top step and top cap to reach the work area.

Employees were not instructed to recognize and understand the hazards and limitations of the ladders used onsite.
