29 CFR  1926.20(b)(1):The employer did not initiate and maintain programs necessary to ensure compliance with the Occupational Safety and Health Standards:        a. Northeast of facility/Roof: On July 19, 2023, and at times prior, a safety and health program with policy, hazard assessment and work rules was not developed and/or implemented at the job site. Employees were exposed to the hazard of high heat from the sun during the performance of their job duties, including installing pipe insulation to new refrigerating systems for multiple hours at a time. The calculated Wet Bulb Globe Temperature (WBGT) ranged from 30.7�C to 33.9�C (87.2�F to 93.1�F) while working outdoors performing moderate labor and wearing thick layer coveralls over sweaters and face coverings. Such exposures are likely to lead to the development of serious heat-related illnesses such as, but not limited to, heat cramps, heat stress, heat exhaustion, and heat stroke.
