29 CFR  1926.100(a):Employees working in areas where there was a possible danger of head injury from impact, or falling or flying objects, or from electrical shock and burns, were not protected by protective helmets:  Worksite located at 350 NW Barry Road, Kansas City, Missouri- Employee was exposed to a head impact hazard in that the employee was observed working and walking under a railing in order to get mortar from one scaffold to another and was not wearing a hard hat while passing under the rail.

29 CFR  1926.451(g)(1):Employees on scaffolds more than 10 feet (3.1 m) above a lower level were not protected from falling to that lower level by fall protection established in paragraphs (g)(1)(i)-(vii) of this section:  Worksite located at 350 NW Barry Road, Kansas City, Missouri- Employees were exposed to fall hazards while working and walking between two scaffolds in which the employer had failed to install a standard guardrail system around the planks to prevent employees from falling.
